1 Corinthians 12:28
And God hath set some in the church, first apostles, secondarily prophets, thirdly teachers, after that miracles, then gifts of healings, helps, governments, diversities of tongues.
The scripture above is where the terminology Apostolic Order comes from. There you can see that there is an order relative to how the gifts are set in the Church. The word set here means to establish. Therefore, God has established first the apostle's gift, then the prophet's. The pastors and teachers, follow and after them the evangelist.
1 Corinthians 3:10-11
10 According to the grace of God which is given unto me, as a wise masterbuilder, I have laid the foundation, and another buildeth thereon. But let every man take heed how he buildeth thereupon.
11 For other foundation can no man lay than that is laid, which is Jesus Christ.
Paul here explains that the grace of God given to Him (the apostleship) enables him to be a wise master builder, in that he has to lay the foundation for ministry and doctrine. This is the apostle's responsibility. They must outline the doctrine for the church. This is why they are set first because every other gift depends on the doctrine and life that is outlined by the apostle's gift. They are also responsible for ensuring that the doctrine is obeyed and implemented. After this foundation is laid, the other gifts build upon it unto the prospering of the Body of Christ in all things.
Thus, apostolic order is established.
